This is the first major review that has been undertaken since Sir Ian Byatt did a similar exercise in 2001. DCLG appears suitably excited and has trailed the report on its website under the heading 'Healey calls for greater efficiency from councils' pointing out that this report "has shown millions more can be saved through improved procurement".

Looking at the Review, one wonders who the key beneficiaries of Bill Roots' efforts are likely to be. There is certainly enough by way of recommendations to keep the usual suspects who helped compile the Review busy in writing reports, carrying out surveys and commissioning consultants.
