Stirling Council and the McClelland Review

In 2005, the Scottish Executive's Minister for Finance and Public Sector Reform asked John McClelland to undertake a detailed review of public sector procurement in Scotland (PDF 531lb). Although the recommendations in the report are not binding, all Public Sector bodies in Scotland will come under pressure to implement its outcomes, particularly in a climate of increasing financial stringency.

Positively, the McClelland Review is seen at Stirling as a strong catalyst for driving through improvements already underway and felt that it promoted collaborative working which could undoubtedly lead to improved service levels and better value for money. However, it is considered to be weak in terms of its approach to construction, outsourcing and major projects as well as its approach to the sustainability agenda (such as economic regeneration and the use of local SMEs) at a local or national (Scottish) level.

SPS are now working with Corporate Procurement and the Management Team at Stirling to help them find further sources of cashable savings and help redirect expenditure into other more important areas through innovative procurement strategies and improved collaboration. Read more here.
